Rare vintage ZIPPO USN lighter for parts or repair USA United States Navy anchor

You are bidding on a wonderful vintage ZIPPO lighter with the USN emblem. I was told this model is 1961 but not sure.
It does not seem to work, the top "wheel" moves freely without producing anything. Not sure if its an easy repair or not. A gas refill will be needed indeed, not an expert....sorry.

Acceptable cosmetical condition.

Expect signs of wear like scratches, discoloration, some small bumps/dents and other details here and there normal for such an old item.
